B&W With Color Spot
This effect makes a black and white image with a spot of Color. (Note: iMovie 2.1.1 for OS X has extra sliders and uses a point picker).
Sliders
X - Selects horizontal component of center of colored spot in image
Y - Selects vertical component of center of colored spot in image
Radius - Controls the radius of the area where the image is colored.
Usage
Under OS X :
Point Picker - selects center of the color spot in the small preview window.
Red Radius - Controls the radius of the area where the image has some Red.
Green Radius - Controls the radius of the area where the image has some Green.
Blue Radius - Controls the radius of the area where the image has some Blue.
